Domestic online gambling for Filipino residents is legal and PAGCOR-licensed. This is a separate category from POGO (Philippine Offshore Gaming Operators) — offshore-facing operators were banned outright by Executive Order 74 (2024) and Republic Act 12312 (2025). That ban does not apply to domestic play: PAGCOR continues to license operators to serve players physically located in the Philippines, subject to 21+ age verification, mandatory KYC and anti-money-laundering checks. We list only operators whose domestic PAGCOR licence we could independently verify through corroborating public sources — not the offshore/grey brands (Bet365, 1xBet, 22Bet and similar) that still dominate Philippine search results but hold no domestic PAGCOR licence.
